The northeastern port city of Dalian has been awarded special harbor status in a key step towards the establishment of a free trade zone between China, Japan and South Korea, the Shenyang Daily reported. The Dayaowan Bonded Harbor Area     – situated in the Dagushan Peninsula northeast of Dalian – will enjoy preferential tax treatment. “The area will be tariff-free for foreign cargo and will offer tax rebates for domestic cargo,” said Zhang Shikun, director of the Dalian Bonded Area Administrative Committee. “Value-added tax and GST will also be removed if they trade with each other.”

The northeastern port city Dalian wants to become an internationally leading software and outsourcing service provider, China Business News reported. “Dalian has a similar environment and infrastructure facilities as some developed countries do,” Xia Deren, the city’s mayor, said. “We believe Intel’s recent announcement it would invest US$2.5 billion in a chip project in the city will further the development of the software and outsourcing sectors and make the city more competitive.” Xia said Dalian’s software industry was worth nearly US$2 billion in 2006, including US$450 million in exports. 230 of the city’s 620 software firms are foreign owned, including 33 listed among the world’s top 500 companies by Fortune magazine. Xia added that the city needed to attract 15,000 new software employees every year to meet demand.

Denso Corp plans to invest US$32 million to build a plant in Changzhou, Jiangsu province, to produce diesel-powered rail systems, China Economy reported. The systems, which feature lower levels of nitrogen oxide and other particles in engine emissions, will roll off the assembly line from 2009. Denso is hoping to close the gap on German rival Bosch, which controls 70% of the international market for common rail systems compared to Denso’s 20% market share. Toyota controls a 23% stake in Denso.

France’s Group Danone SA has been rebuffed by Hangzhou’s Wahaha Group, in which it has a 51% stake, in its attempt to acquire the beverage company.  Danone currently has five join ventures with Wahaha, and the companies have an agreement that prevents Wahaha from competing with Danone’s products.
