China\'s per-capita consumption of paper products is roughly 2.6 kilograms, four times what it was in 1990. This is still less than the world average of 3.5 kg, but the Chinese market for consumer paper products is still the second largest in the world. Over the past few year, investors from various foreign countries as well as Hong Kong and Taiwan have established 150 companies engaged in production of toilet paper and other household use paper products.
