Will Guangdong fall behind Shandong?

Guangdong is the top province for Chinese industry and commands the largest share of the national GDP. Those who call China "Workshop to the World" do so in large part because of the output of cities like Shenzhen, Zhuhai, and Dongguan.   According to a report in the 21st Century Business Herald, however, Guangdong faces two problems that may cause the Pearl River Delta to lose its crown to Shandong in the near future.
